Build a product-level record

  • Plant or material source, supplier, and manufacturing method
  • Cannabinoid profile, formulation, concentration, serving size, and container size
  • Intended use, label, claims, warnings, age controls, and target customer
  • Testing method, certificates, batch linkage, and release controls
  • Manufacturing, storage, transportation, sales channels, and states involved
  • Current inventory, work in process, receivables, and transition or disposition plan

Map the entities and contracts

Review ownership, warranties, change-of-law provisions, returns, indemnity, testing, notice, withdrawal, recall, and insurance requirements with qualified advisers.

Ask insurance questions before the deadline

Update the operation and product schedules, disclose material changes through the approved channel, and compare the relevant policy terms with the actual transition plan.

Prepare a renewal and material-change handoff

Send the handoff to the retail broker and qualified advisers early enough to reconcile the account facts. The purpose is to identify what changed and which decisions remain open, not to assume a legal classification or coverage result.

  • Identify every affected SKU, batch, entity, location, and state
  • Separate current inventory, work in process, receivables, returns, and disposition plans
  • Attach the testing, label, contract, and product records used for the current description
  • Explain changes to manufacturing, suppliers, sales channels, customers, or transportation
  • List the application answers, policy terms, and notice questions that need review
  • Record the current federal and state sources and the date each was checked

Do not let a pending bill become the transition plan

Congress may consider proposals to delay, repeal, or replace the enacted definition. Those proposals should be tracked, but a proposal is not the controlling law. Build the transition record against the current deadline and identify which decisions would change if later legislation is enacted.

That approach avoids treating a bill as if it already passed while also preserving a clear way to update the plan after a verified legal change.

Sources

Use controlling primary sources for legal or regulatory status. Reported context is attributed separately and should not replace the operative document.
